An increase in global violence has forced the displacement of more than 70 million people, including 26 million refugees and 3.5 asylum seekers. Refugees and asylum seekers face serious socioeconomic and healthcare barriers and are therefore particularly vulnerable to physical and mental health risks, which are sometimes exacerbated by immigration policies and local social discriminations. Calls for a strong evidence base for humanitarian action have encouraged conducting research to address the barriers and needs of refugees and asylum seekers. Given the (...) role of epigenetics factors to mediate the effect of psychological and environmental exposures, epigenetic modifications have been used as biomarkers for life adversity and disease states. Therefore, epigenetic research can be potentially beneficial to address some of the issues associated with refugees and asylum seekers. Here, we review the value of previous and ongoing epigenetic studies with traumatized populations, explore some of the ethical challenges associated with epigenetic research with refugees and asylees and offer suggestions to address or mitigate some of these challenges. Researchers have an ethical responsibility to implement strategies to minimize the harms and maximize the short and long-term benefits to refugee and asylee participants. (shrink)

Jean Nicod, born in 1893, died far too young in 1924. He is remembered today as one of the foreign disciples (among them Ludwig Wittgenstein and Norbert Wiener) attracted to Cambridge by Russell after the publication of the Principia. We publish here a translation of “Les tendances philosophiques de M. Bertrand Russell”, which appeared in the Revue de Métaphysique et de Morale in 1922. The article is testimony not only to Nicod’s philosophical talents, but also of how Russell’s philosophy could (...) be received in France at the beginning of the twentieth century. (shrink)

Education has always been at the heart of most, if not all, human endeavours. This explains the growing interest of many scholars in educational issues. Self-Reliance, one of Emerson’s most impressive and influential works, provides an outstanding contribution to education in general and particularly to the personal development of individuals in society. The relevance of the educational values addressed in Self-Reliance makes it an appropriate context for academic reflection. This paper scrutinises the educational dimension of Emerson’s work with a focus (...) on language didactics. My concern is to provide evidence that the educational values expressed instruct didactics. The study of Self-Reliance reveals the expression of some values, the main ones being trust, responsibility, commitment, creativity, autonomy, independence, self-esteem, self-determination, self-evaluation, and individual talents. By reflecting on their educational dimension with a focus on their didactic implications I come to conclude that even though didactics does not draw directly on Emerson’s educational philosophy, it integrates some aspects, notably the values referred to in this paper. Anicius Manlius Seuerinus Boethius has been regarded one of the major sources of Platonism in the Middle Ages, and the influence of different Platonists on his thought has been widely discussed. In his Aristotelian commentaries, however, Boethius rejects Platonists’ opinions while saying that Aristotle and Plato essentially agree. Boethius may have intended to show the agreement he saw, but did not provide any explanation in his works. In this article, I consider how Boethius could have seen such an agreement. While (...) reexamining past remarks about Platonism in Boethius, I conclude that he adopts Porphyry’s view that Aristotelian logic functions as a step toward the metaphysical appreciation of the universe, which Platonists consider to be the most essential form of philosophy. Concepts of mutual interdependence, process, creative advance, and God occupy key areas in the philosophy of Alfred North Whitehead. Process metaphysics lays emphasis on a naturalism of rigorous rational and empirical methodology with far-reaching implications. Process thinkers have compared Whiteheadian thought to Buddhism, Christianity, and many other religions. However, African religious beliefs have yet to be considered in this area of study. Based on the gap in the literature, this article attempts to reconcile such seemingly different spheres. First, I offer (...) an account of Whitehead's process metaphysics regarding the concepts mentioned above. Second, I argue that nonconventional sources of African philosophy offer conceptual understandings of philosophies of African groups and their place in the metaphysical debate. Third, I discuss these key areas of process thought in Anlo traditional pragmatic philosophy. I illustrate their like-mindedness with process metaphysics through language, religious rites, and historical accounts. I conclude that, although process philosophy overlaps in prominent areas with Anlo belief systems, questions regarding the causal nature of God distinguish the Anlo conception of divinity from that of process philosophy. One of the few passages where he speaks directly and explicitly about his educational views concerns the type of teaching of which (...) he approved. "[T]eachers of philosophy," he remarks in an obvious reference to his own instruction, begin their students' training by acquainting them with "all the forms of discourse in which the mind expresses itself." Past this type of training, he goes on to say,when they have made them familiar and thoroughly conversant with these lessons, they set them at exercises, habituate them to work, and require them to combine in practice the particular things which they have learned, in order that they may grasp them more firmly and bring their theories into closer touch with the occasions for applying them —I say "theories," for no system of knowledge can possibly cover these occasions, since in all cases they elude our science. Yet those who most apply their minds to them and are able to discern the consequences which for the most part grow out of them, will most often meet these occasions in the right way. (184)The passage is important for a number of reasons. First, it makes clear that Isocrates conceives learning not so much in terms of possessing a specialized body of knowledge as in knowing how to apply principles to specific situations. Students will be educated in the art of logos, not only when they have become familiar with "all the forms of discourse,," but, more importantly, when they have learned how to apply principles of the art to practical situations. Second, the passage also makes clear that the proper site for applying the principles of the art of logos is the domain of politics. [End Page 61] Teachers of "philosophy" will guide students to apply their knowledge of the art of logos, not in every situation, but in those situations that deal with contingencies and that call for decisions about future courses of action, whose outcome is unknown and whose consequences are unforeseen. Along with many other sections throughout his writings, the passage above offers one more indication that Isocrates' educational program focuses principally on instruction in political or symbouleutic speaking, political discourse or logos politikos. Finally, as the passage states, the domain of situations addressed by his instruction is on the level of contingency and kairos, a domain belonging to the order of doxa, not the order of epistēmē. His teaching of political discourse relies on a method of adjusting opinions and conjectures to specific cases, on bringing doxa in closer proximity to kairos.The passage above, then, sets the conceptual stage for the type of civic education with which Isocrates associates his teaching throughout the Antidosis: the teaching of logos politicos, not for its own sake, but for the purpose of citizenship and statesmanship, an education in speaking well for the purposes of citizenship and statesmanship. By guiding students in how to apply rhetorical principles to practical situations, how to make choices about future courses of action with an eye to potential consequences, and how to adjust choices made to the demands of changing circumstances, he is in fact preparing students to participate in their city's deliberations as citizens. Should they rise to the occasion and be prepared to address the city's problems by submitting the judgments they formulate to the principles of contingency and timeliness, they may very well become leaders of the city one day, capable statesmen or celebrated citizens of the polis.But the passage also leaves several questions unanswered. To begin with, there is the question of the label "philosophy." Does Isocrates use the term philosophia to "denote his rhetoric" (Too 1995, 193) or to suggest an "implicit denial of rhetoric" (Cahn 1989, 134)? Poor sleep quality negatively affects memory performance, and working memory in particular. We investigated sleep habits related to sleep quality including sleep duration, daytime nap duration, nap frequency, and dream content recall frequency (DCRF). Declarative working memory can be subdivided into verbal working memory (VWM) and visuospatial working memory (VSWM). We hypothesized that sleep habits would have different effects on VWM and VSWM. To our knowledge, our study is the first to investigate differences between VWM and VSWM related to daytime (...) nap duration, nap frequency, and DCRF. Furthermore, we tested the hypothesis that the effects of duration and frequency of daytime naps and DCRF on VWM and VSWM differed according to sex. We assessed 779 healthy right-handed individuals (434 males and 345 females; mean age: 20.7 ± 1.8 years) using a digit span forward and backward VWM task, a forward and backward VSWM task, and sleep habits scales. A correlation analysis was used to test the relationships between VWM capacity (VWMC) and VSWM capacity (VSWMC) scores and sleep duration, nap duration, nap frequency, and DCRF. Furthermore, multiple regression analyses were conducted to identify factors associated with VWMC and VSWMC scores and to identify sex-related differences. We found significant positive correlations between VSWMC and nap duration and DCRF, and between VWMC and sleep duration in all subjects. Furthermore, we found that working memory capacity (WMC) was positively correlated with nap duration in males and with sleep duration in females, and DCRF was positively correlated with VSWMC in females. Our finding of sex-related differences in the effects of sleep habits on WMC has not been reported previously. The associations between WMC and sleep habits differed according to sex because of differences in the underlying neural correlates of VWM and VSWM, and effectiveness of the sleep habits in males and females. Prior to the year 2001, the phenomenon of Internet criminal fraud was not globally associated with Nigeria. Since then, however, the country had acquired a world-wide notoriety in criminal activities, especially financial scams, facilitated through the use of the Internet. This is not to say that computer-related crimes were alien to the country. It is, however, remarkable that the perpetration of cyber crimes involving Nigerians and traceable to Nigeria became so rampant that questions might be legitimately raised as to why (...) the problem became so pronounced from around that year. It is further remarkable that the attempt to launch Nigeria into the digital age coincided with the unprecedented rise in computer-related financial crimes in the country. In this paper, it is argued that the problem arose as a direct consequence of the lapses in the 2001 National Policy for Information Technology (NPFIT). The argument is based on an analysis of the various provisions of the Policy, with specific focus on the lack of proactive security provisions in it and in its subsequent implementation, in the wider context of global experiences of, and efforts to deal with, cyber security breaches as at the time of the formulation and implementation of the NPFIT. Nigeria is a developing country with youths that have great potentials. They embrace new innovations easily. In Anambra State of Nigeria alone, there are eight (8) higher institutions. It was observed that in the rural areas recently, youths indulge in drug taking and other anti-social acts. Many of them are dropout from schools. The rural libraries could play big roles by reverting them to skillful living again that is by equipping the libraries with information resources that would interest the youths (...) and attract them back to complete their education. A questionnaire titled “Using the rural library for youth development” was constructed and distributed among the youths and librarians in five (5) villages that have rural libraries. 300 copies of questionnaire was made and distributed. 235 respondents were gotten. The response rate became 78%. Findings were made. It was suggested that the government should build and equip the rural libraries to modern standard, provide current materials and also employ more librarians to work there. (shrink)

The card catalogues are neglected in the university libraries in Nigeria because of the introduction of OPAC (Online Public Access Catalogue) which is rarely seen in most of university libraries. After conducting a research on the usefulness of card catalogues, the researcher observes that users of the libraries still appreciate the card catalogues in the libraries because they help them to know the collections of the library.

This study seeks to determine how users of the university libraries perceive the services rendered to them. Department of Mechanical Engineering was chosen as the population of this study. It is heavily populated with students seeking for information. 600 copies of questionnaire were made, only 450 copies were returned, well-filled, that is 75% of the questionnaire. Results were gathered and findings were made. The result showed that University Libraries are underfunded, they lack qualified personnel and also the university libraries do (...) not have a general standard that guild them to access if actually users of the libraries are satisfied with the library or not. The paper examines the ethical and legal challenges of making decisions for previously competent patients and the role of advance directives and legal representatives in light of the Oviedo Convention. The paper identifies gaps in the Convention that result in conflicting instructions in cases of a disagreement between the expressed prior wishes of a patient, and the legal representative. The authors also examine the legal and moral status of informally expressed prior wishes of patients unable to consent. The authors argue (...) that positivist legal reasoning is insufficient for a consistent interpretation of the relevant provisions of the Convention and argue that ethical argumentation is needed to provide guidance in such cases. Based on the ethical arguments, the authors propose a way of reconciling the apparent inconsistencies in the Oviedo Convention. They advance a culturally sensitive approach to the application of the Convention at the national level. This approach understands autonomy as a broader, relational consent and emphasizes the social and cultural embeddedness of the individual. Based on their approach, the authors argue that there exists a moral obligation to respect the prior wishes of the patient even in countries without advance directives. Yet it should be left to the national legislations to determine the extent of this obligation and its concrete forms. (shrink)

In this paper, I discuss an anonymous Quaestiones super librum Ethicorum in the manuscripts of Worcester Cathedral Library and the notion of felicitas in this work. The question has characteristics similar to those once called “Averroists’ commentaries”, i.e., the commentaries on Aristotle’s Nicomachean Ethics written by Parisian masters of arts in the late 13th century. There are, however, elements peculiar to the Worcester commentary and others that resemble to aspects of the work written by John of Tytynsale, a contemporary Oxford (...) master of arts. Like some of those Parisian commentaries, the Worcester text describes felicitas as “a conjunction with the first cause”. The anonymous author claims that the knowledge of divine essence obtained through this conjunction is non-demonstrative. (shrink)

Background End-of-life decisions for neonates with adverse prognosis are controversial and raise ethical and legal issues. In Greece, data on physicians’ profiles, motivation, values and attitudes underlying such decisions and the correlation with their background are scarce. The aim was to investigate neonatologists' attitudes in Neonatal Intensive Care Units and correlate them with self-reported practices of end-of-life decisions and with their background data. Methods A structured questionnaire was distributed to all 28 Neonatal Intensive Care Units in Greece. One hundred and (...) sixty two out of 260 eligible physicians answered anonymously the questionnaire. Demographic and professional characteristics, self-reported practices and opinions were included in the questionnaire, along with a questionnaire of 12 items measuring physicians’ attitude and views ranging from value of life to quality of life approach. Results Continuation of treatment in neonates with adverse prognosis without adding further therapeutic interventions was the most commonly reported EoL practice, when compared to withdrawal of mechanical ventilation. Physicians with a high attitude score were more likely to limit, while those with a low score were more likely for continuation of intensive care. Physicians’ educational level, involvement in research, religion and position on the existing legal framework were factors that affected the attitude score. Conclusions Physicians presented with varying end-of-life practices. Limiting interventions in neonates with poor prognosis was strongly related to their attitudes. The most important predictors for physicians' attitudes were religiousness and belief for Greek legal system reform. (shrink)

Background Previous reports have described that simple cognitive training using reading aloud and solving simple arithmetic calculations, so-called “learning therapy”, can improve executive functions and processing speed in the older adults. Nevertheless, it is not well-known whether learning therapy improve a wide range of cognitive functions or not. We investigated the beneficial effects of learning therapy on various cognitive functions in healthy older adults. Methods We used a single-blinded intervention with two groups (learning therapy group: LT and waiting list control (...) group: WL). Sixty-four elderly were randomly assigned to LT or WL. In LT, participants performed reading Japanese aloud and solving simple calculations training tasks for 6 months. WL did not participate in the intervention. We measured several cognitive functions before and after 6 months intervention periods. Results Compared to WL, results revealed that LT improved inhibition performance in executive functions (Stroop: LT (Mean = 3.88) vs. WL (Mean = 1.22), adjusted p =.013 and reverse Stroop LT (Mean = 3.22) vs. WL (Mean = 1.59), adjusted p =.015), verbal episodic memory (logical memory: LT (Mean = 4.59) vs. WL (Mean = 2.47), adjusted p =.015), focus attention(D-CAT: LT (Mean = 2.09) vs. WL (Mean = -0.59), adjusted p =.010) and processing speed compared to the waiting list control group (digit symbol coding: LT (Mean = 5.00) vs. WL (Mean = 1.13), adjusted p =.015 and symbol search: LT (Mean = 3.47) vs. WL (Mean = 1.81), adjusted p =.014). Discussion This RCT can showed the benefit of learning therapy on inhibition of executive functions, verbal episodic memory, focus attention, and processing speed in healthy elderly people. Our results were discussed under overlapping hypothesis. The differences between parents and adolescents in relation to information and communication technologies (ICT) are well documented, yet little is known about how adolescents experience these differences. The study reported in this paper therefore aimed to elucidate adolescents’ views on these differences, and in the process to explore the possible impact on parent-adolescent relationships. The participants comprised 23 Grade 10 learners, conveniently selected from three high schools in the Cape Peninsula, South Africa. The learners participated in focus group discussions and (...) reported on the following: their experiences and perceptions regarding their parents’ level of techno-literacy; their attitude towards, and use of, ICT in comparison with that of their parents; and parental regulations imposed on their use of these technologies. Thematic content analysis was applied to delineate themes emerging from the texts. Although the study confirmed that differences between parents and adolescents exist in relation to ICT, it calls into question other research that too readily portrays this aspect as being negatively experienced by the adolescent, and a threat to healthy parent-adolescent relationships. It was also evident that it is not possible to be conclusive about the impact that ICT may have on parent-adolescent relationships, without information on how parents and adolescents relate above and beyond these technologies. Opisy Chin w powieści _Danusia i Chińczycy _(1932) są wybiórczo egzotyczne (do granic szokowania czytelnika odmiennością), ale także ahistoryczne: odpowiadają realiom nie międzywojnia, a końca XIX w. Analiza tekstu Lewickiej wykazała, że wykorzystała ona swoje publikacje z 1894, które z kolei skompilowała z ówczesnych dzieł francuskich i amerykańskich, przeznaczonych dla czytelników dużo lepiej znających realia Dalekiego Wschodu, niż czytelnicy polscy. Lewicka zmodyfikowała tekst tak, by uczynić go mniej „obcym” i łatwiejszym dla przyswojenia, ale równocześnie bardziej „egzotycznym” i interesującym. Mimo że (...) była doświadczoną redaktorką pism dla młodzieży i popularyzatorką wiedzy, opisując w późniejszych publikacjach Republikę Chińską lat 30. XX w., przedstawiła świat Chin cesarskich sprzed pół wieku. Uwspółcześnienie części faktografii wskazuje, że te błędy ahistorycyzmu nie były wynikiem niedbalstwa, lecz raczej bezwiednego ulegnięcia mitowi „niezmiennych, wiecznych Chin”. (shrink)

Appuyé sur les textes normatifs, relatifs au mariage et à la réglementation de la vie privée des gendarmes, cet article témoigne du contrôle matrimonial mais aussi social imposé aux femmes de gendarmes en raison du statut professionnel de leur mari. En effet, la dimension totale de la fonction gendarmique tend souvent à effacer ou gommer la séparation entre vie et espace professionnels et privés. Chemin faisant, les épouses sont, bon gré mal gré, partie intégrante de la communauté professionnelle de leur (...) mari. Pendant une grande partie du siècle, ce mode d’organisation a été profondément enraciné dans la culture du corps, participant de son identité. Nul doute cependant, que les contestations internes de 1989 et 2001, mais aussi la féminisation récente de la gendarmerie, conduisent aujourd’hui à des évolutions dans la façon d’appréhender les rapports de genre au sein de l’institution. Towards an Inclusive Democracy, it is argued, offers a powerful new interpretation of the history and destructive dynamics of the market and provides an inspiring new vision of the future in place of both neo-liberalism and existing forms of socialism. It is shown how this work synthesizes and develops Karl Polanyi’s characterization of the relationship between society and the market and Cornelius Castoriadis’ philosophy of autonomy. A central component of Fotopoulos’ argument is that social democracy can provide no answer to (...) neo-liberalism, so the only viable alternative to neo-liberalism is the form of inclusive democracy he elaborates. Reviewing Castoriadis’ concept of autonomy, it is argued that while Fotopoulos is certainly correct given the present deformed nature of social democracy, there is no reason to exclude social democracy as such from what Fotopoulos calls the tradition of autonomy. It is suggested that if the working class movement could free itself from the capitalist imaginary and return to its quest for autonomy, a synthesis of a radically reformed social democracy and inclusive democracy could greatly improve the prospects of each to successfully challenge not only neo-liberalism, but also the emerging liberal fascism of USA, Britain and Australia.
